Is Hugo Boss Pure Power a women's or men's fragrance?

I got a sample of it and I thought it was a men's cologne but the insert (shows you how to pull up on the tab and squeeze the pouch to spray) has an illustration of a woman spraying it on. Anyone know?

I think its a mens cologne.
